President William Ruto has promoted Government Spokesperson Isaac Mwaura in fresh changes within the Executive, while also nominating new officials to key constitutional commissions and statutory bodies.

In an Executive Order issued on Tuesday, July 21, Chief of Staff and Head of Public Service Felix Koskei said the Public Service Commission had approved promotions and redeployments in the senior ranks of the Executive.

“His Excellency the President has today made nominations to various constitutional commissions and statutory/intergovernmental relations bodies to fill vacancies that arose earlier in the year. Additionally, the Public Service Commission has approved promotions and redeployments within the senior ranks of the Executive,” read part of the statement.

Ruto Replaces Isaac Mwaura as Government Spokesperson

Under the changes, Mwaura was promoted and redesignated as the Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President.

Charles Owino Wahong’o was redeployed from the Ministry of Information, Communications and the Digital Economy to serve as the acting Head of Government Communications and was appointed Government Spokesperson in the Executive Office of the President.

Separately, President Ruto forwarded several nominations to Parliament for consideration and approval to fill vacancies in constitutional commissions.

Dr Duncan Ojwang Oburu was nominated as Chairperson of the Independent Policing Oversight Authority (IPOA), while Antonina Lentoijoni and former KNUT Secretary General Wilson Sossion were nominated as members of the Teachers Service Commission (TSC).

Flora Mutua was nominated to serve as a member of the Public Service Commission (PSC).

Profile of New Govt Spokesperson 

Charles Owino Wahong’o previously served as the National Police Service spokesperson, a role in which he became one of the country’s most recognizable security communicators.

Before joining the police headquarters, Owino served as the Officer Commanding Police Division (OCPD) in Njoro, Nakuru County, in 2013. In 2014, he served in Ndhiwa before being deployed to oversee security at the Kisumu County Government in 2015.

He was later transferred to the National Police Service headquarters as Deputy Director of Communications, where he worked under then Director of Criminal Investigations George Kinoti.

In September 2023, President William Ruto appointed Owino as Chairperson of the Kenya Institute of Mass Communication (KIMC) Council.
