Ruto Appoints Former MP as EPRA Board Chair

President William Ruto has appointed former Bumula MP Moses Wekesa Mwambu Mabonga as the Non-Executive Chairperson of the Energy and Petroleum Regulatory Authority (EPRA).

The appointment, made through a Gazette Notice dated July 24, 2026, takes effect immediately and will run for a three-year term.

“In exercise of the powers conferred by Section 12(1)(a) of the Energy Act, as read with Section 51(1) of the Interpretation and General Provisions Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander in Chief of the Defence Forces, appoint Moses Wekesa Mwambu Mabonga,” read part of the statement.

Former Bumula MP Moses Mabonga has replaced Adan Haji Ali as the Non-Executive Chairperson.

In a related appointment, Interior Cabinet Secretary Kipchumba Murkomen appointed Adan Haji Ali as the Non-Executive Chairperson of the Public Benefit Organizations (PBO) Regulatory Authority for a three-year term, effective July 24, 2026, revoking an earlier Gazette Notice issued in 2023.

In the same Gazette Notice, Energy and Petroleum Cabinet Secretary James Opiyo Wandayi appointed Faith Akiru Kuno as a member of the EPRA Board of Directors for a three-year term, effective July 24, 2026.

“The Cabinet Secretary for Energy and Petroleum appoints Faith Akiru Kuno to be a member of the Board of Directors of the Energy and Petroleum Regulatory Authority, for a period of three (3) years, with effect from the 24th of July 2026,” the Gazette Notice states.

Other Appointments

President William Ruto has also re-appointed Eng. Gilbert Maluki as the Non-Executive Chairperson of the National Irrigation Authority.

At the National Treasury, Cabinet Secretary John Mbadi re-appointed George Murugu Muthui as the Chairperson of the Public Procurement Administrative Review Board.

He also re-appointed Alexander Curtis Nthiwa Musau, Langat Kipngeno Daniel, Alice Nyomenda Nyaeri, Eng. Lilian Atieno Ogombo, and Joshua Kiptoo as board members.

Meanwhile, Interior and National Administration Cabinet Secretary Kipchumba Murkomen also appointed Sophie Chepkorir Sang as a board member of the National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA).

What Mabonga Will Do as EPRA Non-Executive Chairperson

As the Non-Executive Chairperson of EPRA, Moses Mabonga will provide strategic leadership to the board of directors and oversee corporate governance.

Among his key responsibilities, Mabonga will:

Ensure the board operates effectively and fulfills its statutory mandate.
Provide strategic oversight of EPRA’s operations and governance.
Guide the establishment and functioning of board committees.
Lead annual performance evaluations of the board, its committees, individual directors, and the Director General.
Promote accountability, transparency, and sound corporate governance in the authority’s operations.

The position is established under the Energy Act, 2019.

Profile of Moses Mabonga

Moses served as the Member of Parliament for Bumula Constituency after he was elected in 2017.

Prior to joining Parliament, he was the Political Advisor to the Governor of Trans Nzoia County from 2014 to 2017, providing strategic political and governance support.

Earlier in his career, Mabonga worked as a Rehabilitation Officer in the Office of the Vice President between 2010 and 2012.

He also served in the Kenya Prisons Service, first as Provincial Rehabilitation Officer from 2007 to 2010 and previously as Chaplain in Charge at Ruiru Prison from 2000 to 2007, where he focused on inmate rehabilitation and counseling.

Academically, Mabonga holds a Master of Arts in Counseling Psychology from Daystar University, which he pursued from 2011.

He earned a Bachelor of Arts from the East Africa School of Theology in 2007 after completing the institution’s Pre-University Program in 2002.

Mabonga completed his Kenya Certificate of Secondary Education (KCSE) at St. Teresa’s Kabula Secondary School in 1995 and his Kenya Certificate of Primary Education (KCPE) at Siritanyi Primary School in 1989.
