The Energy and Petroleum Regulatory Authority (EPRA), in partnership with the Kenya Trade Network Agency (KenTrade), is seeking to introduce an online platform for processing petroleum, liquefied petroleum gas (LPG) and coal consignments as part of efforts to improve efficiency, transparency and regulatory compliance.
The proposed system, known as the National Electronic Single Window System (NESWS), or Trade Facilitation Platform (TFP), will be used to process and clear consignments at border points across the country.
EPRA said the rollout would be carried out in phases, with the first phase covering petroleum and LPG consignments.
“All importers, exporters, transporters and other stakeholders handling Coal, Petroleum and LPG consignments will be required to process clearance documentation through NESWS,” the Authority said.
Before implementation, EPRA plans to hold regional public participation forums to explain the proposed system, its requirements and the procedures that importers, exporters, transporters and other stakeholders will be expected to follow.
The forums will also allow participants to ask questions, seek clarification and submit their views, comments and recommendations on the proposed changes.
EPRA said the date when the system will become mandatory will be announced after the stakeholder engagement forums and other preparations are completed.
Under the proposed arrangement, importers, exporters, transporters and other stakeholders handling coal, petroleum and LPG consignments will be required to process clearance documents through the electronic platform.
Licensed transporters will also have to submit their journey plans online, while EPRA officers will use the integrated system to verify licences held by importers, exporters, transporters and drivers.
“The verification process will be conducted in line with the Petroleum Act, Cap 308, and its subsidiary legislation,” reads the notice.
The authority has urged affected stakeholders to ensure their licences and other compliance documents are valid and up to date ahead of the planned rollout.

EPRA said the forums would be conducted in line with the Statutory Instruments Act, No. 23 of 2013, and invited members of the public and industry players to participate.
