The Salaries and Remuneration Commission (SRC) will conduct public participation forums across the 47 counties this week to gather views on the proposed framework linking rewards for public servants to measurable productivity and performance.

The forums, scheduled for Wednesday, October 21, and Friday, October 23, 2026, will be held in 10 regional venues, bringing together public servants, national and county government representatives, stakeholders, members of the public and the media.

In a statement issued on Tuesday, SRC said the exercise would collect public views on three key policy instruments, aimed at improving productivity, accountability and service delivery across the public sector.

The instruments are the Draft National Productivity and Performance Bill, 2026; the Draft National Productivity Management Policy, 2026; and the Revised Framework for Recognising Productivity and Performance in the Public Service.

The proposed Bill seeks to establish a legal foundation for strengthening productivity and performance management, while the draft policy provides national guidelines for measuring and improving productivity across the public sector.

The revised SRC framework, meanwhile, outlines how public officers and institutions could be recognised and rewarded based on demonstrable achievements and measurable outcomes.

The commission said the framework was anchored in Article 230(5)(c) of the Constitution, which requires SRC to take into account the need to recognize productivity and performance when carrying out its mandate.

Under the proposed approach, financial rewards would be tied to verifiable evidence, objective evaluations, achievement of set targets and the government’s ability to sustain the resulting costs.

SRC said the framework was intended to strengthen the connection between institutional performance, individual contributions and the recognition of public officers, while ensuring that rewards were transparent, fair and fiscally responsible.

The commission emphasised that recognition should promote genuine productivity gains, innovation, accountability and improved service delivery, rather than reward routine activities or the mere absorption of budgetary allocations.

It added that improving productivity in the public service was essential to Kenya’s economic transformation, fiscal sustainability and the efficient delivery of government services.

According to SRC, productivity involves making better use of available human, financial, physical and technological resources to generate greater value and better outcomes for the public.

This would require government institutions to demonstrate that public resources translate into measurable results, services are delivered efficiently and equitably, and public officers are held accountable for their contributions.

The commission urged stakeholders to submit practical, evidence-based proposals to help refine the three instruments and establish a stronger foundation for a productive and accountable public service.

The first round of public participation forums will take place on Wednesday, October 21, from 9am to 4pm, covering five regions.

In the Upper Eastern region, residents of Meru, Embu, Tharaka Nithi, Marsabit and Isiolo will meet at Lowlands Hotel in Meru.

The North Rift forum, covering Uasin Gishu, West Pokot, Elgeyo-Marakwet, Nandi, Turkana and Trans-Nzoia, will be held at Poa Place in Eldoret.

In the Nyanza region, participants from Kisii, Nyamira, Migori, Homa Bay, Siaya and Kisumu will meet at Acacia Hotel in Kisumu.

The Central region forum, covering Nyeri, Laikipia, Murang’a, Nyandarua and Kirinyaga, will take place at the Regional Commissioner’s Boardroom in Nyeri.

Residents of Nairobi, Kajiado and Kiambu will attend the Nairobi regional forum at the Regional Commissioner’s Boardroom in Nairobi.

The second round will be held on Friday, October 23, from 9am to 4pm, in five other regions.

In Lower Eastern, covering Machakos, Kitui and Makueni, the meeting will take place at Kyaka Hotel in Machakos.

The South/Central Rift forum, covering Nakuru, Baringo, Bomet, Narok, Kericho and Samburu, will be held at Sarova Woodlands in Nakuru.

Participants from Busia, Kakamega, Bungoma and Vihiga will meet at Kakamega Golf Club, while those from Wajir, Mandera and Garissa will attend the North-Eastern forum at the Regional Commissioner’s Boardroom in Garissa.

In the Coast region, residents of Tana River, Taita Taveta, Kilifi, Kwale, Lamu and Mombasa will meet at Pride Inn Paradise in Mombasa.

SRC said the public participation exercise would provide an opportunity for Kenyans to influence how productivity and performance are measured and rewarded within the public service.

The commission reaffirmed its commitment to recognising performance in a way that motivates public officers, improves institutional effectiveness and strengthens service delivery without compromising fiscal discipline.
