Ugandan diplomat Herbert Kiguli, a Consul General in Mombasa, has been arrested and remanded to Luzira Prison in Uganda over a Ksh15 million financial loss within President Yoweri Museveni's government.
Following his arrest, Kiguli was arraigned before Anti-Corruption Court Principal Magistrate Christopher Opit and denied all the allegations brought against him.
The court later remanded the 59-year-old after he was charged with causing financial loss to the government and alleged abuse of office.
In a statement on Monday, October 5, Uganda's Inspectorate of Government said Kiguli will remain in custody until October 7, when he is expected to return to court for a hearing of his bail application.
"The court has remanded Ambassador Kiguli Herbert for allegedly causing financial loss of UGX 494 million to the Government of Uganda and abuse of office until October 7, 2026," said Uganda's Inspectorate of Government.
"The 59-year-old Consul General at the Consulate General of the Republic of Uganda in Mombasa, Kenya, was earlier arrested by the Inspectorate of Government," it added.
The prosecution alleged that on November 9 and 10, 2020, Kiguli, while serving as Commissioner for Human Resource Management at Uganda’s Agriculture Ministry, signed five requisitions.
The requisitions, which were signed on behalf of the Principal of Bukalasa Agricultural College, amounted to UGX614.768 million (Ksh19 million).
According to the prosecution, the transactions resulted in a financial loss of UGX494.097 million (Ksh15 million) to the Ugandan government.
The Inspectorate of Government said the funds had not been budgeted for or expected by Bukalasa Agricultural College, adding that there was no valid Memorandum of Understanding governing its financial relationship with the Ministry.
The funds were reportedly intended to finance various Agriculture Ministry activities that could not take place because of restrictions imposed during the Coronavirus pandemic.
"The IG reiterates its commitment to protecting public resources and calls upon public officers to always stick to financial regulations while executing their duties," the Inspectorate of Government noted.
Kiguli was deployed to Kenya as Uganda's Consul General in Mombasa in October 2024, and he has worked as a diplomat for about two years.
