President Ruto’s Mashujaa Day proposals for Kenyans
From January 2027, the government plans to expand the National Internship Programme to accommodate an additional 50,000 interns.
President William Ruto has proposed four measures aimed at easing the cost of living, reducing the tax burden on low-income earners and creating more opportunities for young Kenyans.
The proposals include exempting workers earning Sh32,333 or less per month from Pay As You Earn (PAYE) income tax, potentially increasing their take-home pay.
Ruto also proposed waiving stamp duty on land transactions valued at Sh1 million or less, while introducing progressive rates for higher-value transactions. The government also plans to pursue regional customs reforms to scrap the 25 per cent import duty on mobile phones, a move that could lower prices for consumers.
From January 2027, the government plans to expand the National Internship Programme to accommodate an additional 50,000 interns, who will receive monthly stipends. The proposals are subject to the relevant legislative, fiscal and administrative processes.
