Sakaja fires Nairobi County Chief Officer Geoffrey Mosiria in latest executive reshuffle
Mosiria’s dismissal comes as he prepares to contest the Nairobi governorship in the 2027 General Election, having announced his intention to seek the seat on October 11.
Nairobi Governor Johnson Sakaja has dismissed Geoffrey Mosiria as Chief Officer for Public Participation, Citizen Engagement and Customer Service, replacing him with Zipporah Njeri Mwangi in an acting capacity as part of changes affecting several county departments.
The changes were communicated in a letter dated October 21, 2026, signed by County Secretary and Head of County Public Service Dr Machel Waikenda, which confirms Njeri's appointment to the public participation docket while retaining her responsibilities as Chief Officer for City Culture, Arts and Tourism.
The letter states that the changes were approved by Sakaja under sections 44(3)(a), 45(5) and 64 of the County Governments Act, 2012, and take effect immediately.
Under the new assignments, Samwel Njogu has been designated Acting Chief Officer for Mobility, while Godfrey Akumali will retain the Housing and Urban Renewal docket and also serve as Acting Chief Officer for Lands.
In a social media post following his dismissal, Mosiria accused Sakaja of sidelining him since December 2023, when he claimed the governor stripped him of his responsibilities as an accounting officer and reduced the budget for the health docket from Sh1.2 billion to Sh100 million.
He alleged that the changes followed his refusal to participate in procurement arrangements favouring people close to the governor, claims that have not been independently verified.

Mosiria said he remained in the county government because he wanted to continue serving Nairobi residents, despite what he described as frustrations and attacks.
“My desire has never been to fight anyone; it has always been to fix the systems and serve the people of Nairobi,” he said.
He also alleged that he had received information that plans were being made to institute a court case against him, which he claimed could lead to his imprisonment.
Mosiria’s dismissal comes as he prepares to contest the Nairobi governorship in the 2027 General Election, having announced his intention to seek the seat on October 11 during a worship service at Jesus Is Alive Ministries Church hosted by Bishop Margaret Wanjiru.
“If you want change in Nairobi, Mosiria is the change; I will fix this city. In front of you is Mr Fix It,” he said during the service.
Mosiria said his experience working in different county departments had prepared him to lead the capital, citing his work in the health sector and efforts to improve services in county health facilities.
“I have done a lot of work in Nairobi. I have worked in health, where I ensured that we have the first ICU and medication in Nairobi that is working until today,” he said.
Before taking up the public participation and customer service docket in November 2025, Mosiria served in the county’s health and environment departments. His work in the Environment department included enforcement operations targeting illegal dumping, noise pollution and violations of county regulations.
He has cited his experience in the county administration as part of his preparation for the governor’s seat, saying he intends to address problems affecting Nairobi residents if elected.
Mosiria has also said he intends to remain in his county job until the official campaign period begins and has not disclosed the political party under which he plans to contest.
The 2027 Nairobi gubernatorial race is expected to attract several candidates, including Sakaja, who is seeking a second term, and Embakasi East MP Babu Owino, who has also expressed interest in the seat, as well as James Gakuya, who is expected to vie on a Democracy for Citizens Party ticket.
