IGRTC: 99% of functions transferred to counties

The Intergovernmental Relations Technical Committee says more than 99 per cent of functions, assets and resources earmarked for devolution have now been transferred from the national government to counties. The committee says National Treasury is expected to provide the resources required to complete the transfer of the remaining functions in the current financial year.
