Survey exposes illegal school levies charged beyond approved fees

A new survey by the Elimu Bora Working Group shows that the reality on the ground is very different. The survey found that 98 per cent of households interviewed in 11 counties had either paid an illegal levy, expected to pay one, or were paying more than the gazetted school fees, with some day-school parents reporting charges of up to additional 20,000 shillings.
