President William Ruto has ordered a crackdown on foreigners operating small businesses and hawking in Kenya, arguing that Kenyans should not have to compete with foreign nationals for opportunities at the bottom of the economic ladder. But could the crackdown fuel xenophobia and Afrophobia — especially in a country with a long history of hosting refugees? Kenya currently hosts more than 857,000 refugees and asylum seekers, while the Refugees Act gives recognised refugees a legal pathway to enterprise and trade. At the same time, Ruto has ordered Tata Chemicals Magadi to leave Kenya, accusing the company of operating for decades without creating enough local industrial value, jobs and investment. The government says a new investor must process soda ash locally and establish glass and chemical industries in Kajiado. The opposition, however, alleges there are ulterior motives behind the Tata decision. So is Ruto genuinely protecting Kenyan businesses and Kenya’s natural resources — or are these policies creating a dangerous new form of economic nationalism?
