The Energy and Petroleum Cabinet Secretary Opiyo Wandayi has appointed new chief executives to three key institutions in Kenya’s energy sector, with the changes taking effect immediately.
“Pursuant to the provisions of the State Corporations Act, Cap 446, the Companies Act, Cap 486 and the Energy Act, Cap 314, the Cabinet Secretary, Ministry of Energy and Petroleum, has approved the appointments of the Chief Executive Officers of the Kenya Electricity Transmission Co. Ltd (KETRACO), the Geothermal Development Company Limited (GDC) and Director General of the Energy and Petroleum Regulatory Authority (EPRA) as follows,” read the notice in part.
CPA Tom Odhiambo Imbo will head the Kenya Electricity Transmission Company (KETRACO), Stephen Kipsang Busieney will lead the Geothermal Development Company (GDC), while Eng. Edward Mwirigi Kinyua has been appointed Director General of the Energy and Petroleum Regulatory Authority (EPRA).
Wandayi Appoints Tom Imbo as KETRACO CEO
CPA Tom Odhiambo Imbo has been appointed Managing Director and Chief Executive Officer of KETRACO, taking over the leadership of the State-owned electricity transmission company.
Imbo has been serving at KETRACO for about 10 years in finance and strategy-related roles. He is a finance management professional with more than 19 years of experience across the private and public sectors. He has also served as Acting Managing Director.
Before joining KETRACO, Imbo was Head of Management Accounts at United States International University-Africa (USIU-Africa). He holds a Master of Business Administration in Finance and a Bachelor of Education in Economics from Kenyatta University. He is also a Certified Public Accountant (CPA-K) and a member of the Institute of Certified Public Accountants of Kenya.
Busieney Takes Charge of Geothermal Development Company
Stephen Kipsang Busieney has been appointed Managing Director and CEO of GDC, the company mandated to develop geothermal resources in Kenya.
Busieney has been serving as GDC’s General Manager for Finance and Investment and Acting Managing Director and CEO. GDC says he has more than 15 years of experience in finance and accounting.
Before joining GDC, he served as Chief Financial Officer at CIMERWA Cement Company Limited in Rwanda. His appointment therefore places an executive with a finance and investment background at the helm of an institution involved in the development and commercialization of Kenya’s geothermal resources.
GDC is involved in geothermal exploration, resource assessment, drilling and development of geothermal fields, including projects intended to increase Kenya’s renewable electricity generation capacity.
Kinyua Moves From EPRA Petroleum Directorate to DG
Engineer Edward Mwirigi Kinyua has been appointed Director General of EPRA after serving as the authority’s Director of Petroleum and Gas.
Kinyua has more than 14 years of experience in Kenya’s petroleum sector and holds a Master of Science in Energy Management from the University of Nairobi and a Bachelor of Technology in Mechanical and Production Engineering from Moi University.
According to EPRA, Kinyua has worked in various organizations, including Total Kenya Limited, and is a registered professional engineer with the Engineers Board of Kenya and a corporate member of the Institution of Engineers of Kenya.
His appointment comes as Kenya prepares for major developments in the petroleum sector. Earlier in September, Kinyua said Kenya remained on schedule for first oil production from the South Lokichar Basin in December 2026, with the first crude exports through Mombasa expected in the first quarter of 2027.
