The Teachers Service Commission (TSC) has released new allowance rates for teachers as it implements the second phase of the 2025-2029 Collective Bargaining Agreement (CBA), with the changes taking effect from July 1, 2026.
The revised allowances apply to all teachers employed by the commission as of July 1, 2026, except intern teachers, and will remain in force until June 30, 2027.
The new rates follow the implementation of the second phase of the CBA signed on July 18, 2025, between TSC and the Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET) and the Kenya Union of Special Needs Education Teachers (KUSNET).
Under the agreement, the four-year CBA is being implemented in four phases. The first phase ran from July 1, 2025, to June 30, 2026, while the second phase commenced on July 1, 2026.
The revised package includes house allowance, hardship allowance, commuter allowance, annual leave allowance, disability guide allowance and baggage allowance, with the amount payable depending on a teacher’s job group, duty station and eligibility.

New House Allowance Rates
House allowance remains the largest location-based allowance paid by TSC.
Cluster One: Nairobi City.
Cluster Two: Mombasa, Nakuru, Kisumu, Nyeri, Eldoret, Thika, Kisii, Malindi, Kakamega and Kitale municipalities.
Cluster Three: Minor municipalities and all other areas.
Teachers posted to Nairobi (Cluster One) will continue to receive the highest rates, while those stationed in smaller towns and rural areas under Cluster Three will receive the lowest.
Under the new rates, teachers in Job Group D5 posted to Nairobi will receive KSh50,000 per month, while teachers in Job Group B5 working in Cluster Three areas will receive KSh3,850.

Hardship Allowance
Teachers serving in government-designated hardship areas will continue to receive hardship allowance based on their job groups.
The highest hardship allowance of KSh38,100 will be paid to teachers in Job Group D5, while those in Job Group B5 will receive KSh6,600.

Commuter Allowance
TSC has also retained commuter allowance to cater for teachers’ transport expenses.
Teachers in Job Group D5 will receive the highest commuter allowance of KSh16,000 per month, while those in Job Groups B5 and C1 will receive KSh4,000.

Annual Leave Allowance
Teachers proceeding on annual leave will receive leave allowance based on their grades.
The highest annual leave allowance remains KSh10,000 for teachers in Job Groups D1 to D5, while teachers in Job Groups B5 and C1 will receive KSh4,000.

Disability Guide Allowance
Eligible teachers who require the services of a guide while performing their duties will continue to receive a disability guide allowance.
Unlike the other allowances, the payment remains uniform across all grades, with every eligible teacher receiving KSh20,000.

Baggage Allowance Rates
Teachers transferred to new duty stations will receive baggage allowance based on the distance travelled and their job groups.
The allowance is paid per kilometre, with teachers in Job Group D5 receiving the highest rate of KSh80 per kilometre, while those in Job Groups B5 and C1 will receive KSh43 per kilometre.
