The Social Health Authority (SHA) has announced a one-month moratorium on selected Know Your Customer (KYC) documents to facilitate the contracting and onboarding of eligible healthcare providers across the country.
In a notice on October 7, SHA said the temporary measure takes effect immediately and will remain in force until November 4, 2026.
“The Social Health Authority (SHA) has introduced a one-month moratorium on selected Know Your Customer (KYC) documents to facilitate the contracting and onboarding of eligible healthcare providers.The moratorium is effective immediately and will end on 4th November 2026,” stated SHA.
SHA Announces Temporary Relief on Selected KYC Requirements
According to the authority, the moratorium covers five documents, which include the National Social Security Fund (NSSF) Certificate, National Environment Management Authority (NEMA) Licence, Fire Safety Compliance Certificate, National Council for Persons with Disabilities (NCPWD) Compliance Certificate, and the Office of the Data Protection Commissioner (ODPC) Data Processor and Data Controller Certificate.
SHA said other mandatory requirements, including the SHA Compliance Certificate and KRA Tax Compliance Certificate, must still be submitted as they are not covered by the temporary waiver.
The authority directed healthcare providers in the contracting process to indicate whether each of the listed document is available and to upload all documents currently in their possession.
Providers that have met all other contracting requirements but are missing one or more of the documents covered by the moratorium will be eligible for conditional contracts valid until November 4, and during that period, they must submit all outstanding documents.
Healthcare providers that have already fulfilled all contracting requirements and submitted the required documentation will qualify for a three-year contract with the authority.
“Providers with all required documents and meeting all other contracting requirements will be eligible for a three-year contract,”said SHA.
SHA clarified that the moratorium does not waive the requirement for healthcare providers to submit the outstanding documents.
Instead, it gives facilities more time to meet the requirements while allowing the onboarding process and healthcare services to continue without disruption.
What the Selected KYC Documents Mean
The five documents covered by the moratorium relate to compliance with labor, environmental, safety, disability inclusion, and data protection requirements.
The NSSF Certificate is linked to an employer’s obligations under the national social security scheme, while the NEMA license falls under environmental regulation and licensing.
The Fire Safety Compliance Certificate confirms that an institution has met the required fire safety standards, while the NCPWD Compliance Certificate verifies compliance with disability inclusion and accessibility requirements set by the National Council for Persons with Disabilities (NCPWD).
Meanwhile, the ODPC Data Controller and Data Processor Certificate relates to compliance with Kenya’s data protection framework.
The Office of the Data Protection Commissioner requires organizations that process personal data to register as data controllers or data processors, depending on their role in handling personal information.
