The Directorate of Criminal Investigations (DCI) has arrested Cyrus Kisavi Musyoka, the Member of County Assembly (MCA) for Ikanga/Kyatune Ward in Kitui County, over alleged mobile phone thefts in Nairobi’s Central Business District (CBD).
In a statement on October 23, DCI said detectives from Kamukunji Police Station arrested the MCA along Mfangano Street following actionable intelligence.
“A trail of alleged mobile phone thefts in Nairobi’s Central Business District has finally caught up with a sitting Member of the County Assembly (MCA), following his arrest by detectives from Kamukunji Police Station,” read part of the statement.
Musyoka was being investigated over three separate phone theft incidents reported in August and September 2026.
Investigators relied on CCTV footage to identify him in connection with the reported incidents, leading to his arrest.
The arrest also brought to light an outstanding warrant in a separate case, Criminal Case No. 112/303/2024, before the Makadara Law Courts.
“CCTV footage proved instrumental in the investigations, with detectives positively identifying him in connection with the reported incidents. His arrest has also brought to the fore an outstanding warrant of arrest in a separate case,” read part of the statement.
The DCI said Musyoka had been released on bond in the case, in which he was charged with stealing, but allegedly failed to attend court as required.
The MCA will remain in custody and undergo processing ahead of his arraignment.
The DCI said detectives would continue pursuing leads and bringing suspects before the courts regardless of their position or status in society.
Previous Arrests
In 2025, Cyrus Kisavi, the Kitui MCA for Ikanga Ward, was arrested over the alleged theft of mobile phone accessories valued at approximately Ksh1.9 million.
DCI said his arrest followed an analysis of CCTV footage linked to an incident reported on February 8, 2025, involving a parcel that was being transported to a client in Mombasa.
The missing items were reported by the management of Buscar Courier Services, located along River Road in Nairobi.
According to the DCI, the footage captured Musyoka leaving with the parcel, leading detectives to identify him as a suspect.
He was later spotted at the courier company’s River Road office, where security personnel apprehended him and handed him over to officers at Central Police Station.
His identity was confirmed at the station before he was transferred to Mombasa for further processing by detectives handling the case.
Further in 2024, he faced charges brought by the Office of the Director of Public Prosecutions (ODPP) involving conspiracy to commit a felony, forgery of a valuation report.
