The National Assembly Departmental Committee on Health has expressed satisfaction with the utilization of public funds and progress of ongoing development projects at Moi Teaching and Referral Hospital (MTRH) following an oversight visit to the facility.
The Committee, led by its acting Chairperson, Kilgoris MP, Julius Sunkuli, said its assessment focused on expenditure under the 2025/2026 Financial Year Budget, including recurrent costs and development projects.
Sunkuli said Parliament had a responsibility, to ensure that public funds allocated to National Referral hospitals were properly utilized and that the expenditure delivered value to Kenyans.
“We find that most of the funds having been spent have been spent well. The projects that are ongoing are going on well, and we are satisfied that we have done our role for today,” he said.
Speaking in Eldoret after a meeting with the Hospital’s Chief Executive Officer, Dr. Philip Kirwa and Senior Management, Sunkuli said the Committee had reviewed budget-related issues to establish how the institution was utilizing government allocations.
He noted that Parliament’s oversight mandate extended to both personal emoluments and development expenditure, requiring legislators to monitor how public resources were managed by health institutions under the national government.
Sunkuli indicated that the visit was part of the committee’s continued efforts to assess the performance of national referral hospitals and ensure accountability in the use of public funds.
He explained that Level Six hospitals fall under the national government and are subject to oversight by the National Assembly, which plays a significant role in financing their operations.
The Legislator described MTRH as a critical healthcare institution serving patients from the Rift Valley and western Kenya, as well as neighbouring Uganda and other countries in the region.
He said the Hospital’s wide catchment area made it important for the committee to closely monitor its operations and ensure that resources allocated to it were used effectively to support service delivery.
“MTRH is a very important Hospital for this region. It serves the Rift Valley, western Kenya and even beyond our borders to Uganda and other neighbouring countries,” he said.
Sunkuli said the committee would proceed to Kisumu as part of its oversight tour of health facilities, aimed at assessing their operations and accountability in the management of public resources.
The visits form part of Parliament’s constitutional responsibility to scrutinize public expenditure and ensure that government-funded institutions deliver services efficiently to the public.
