Nairobi is set to develop more than 1,000 new residential units through two proposed high-rise developments in Westlands and Woodley, according to environmental assessment notices issued for the projects in a Gazette Notice dated October 2.

The developments include a proposed 30-story residential building in Westlands and a 19-story residential-cum-commercial development in Woodley.

Nairobi, 30-Storey Westlands Residential Development

Stellar Bay Limited has proposed construction of a 30-story residential building on L.R. No. Nairobi/Block 7/338, off Waiyaki Way Road along Mpaka Road in Parklands, Westlands Sub-County.

The development will comprise 697 residential units, along with retail spaces, a reception lobby, administrative offices, parking spaces, and other residential amenities.

“ The proponent, Stellar Bay Limited, proposes to develop a 30-story high-rise residential development comprising a total of 697 residential units, including retail spaces, a reception lobby, administrative offices, parking spaces, other associated amenities, and facilities on plot L.R. No. Nairobi/Block 7/338, off Waiyaki Way, along Mpaka Road, Parklands area, Westlands Sub-County, Nairobi City County,” part of the notice read.

Additionally, the proposed development will include measures covering water supply, construction activities, traffic management, and environmental protection.

The developer plans to drill a borehole on the property to supplement water supply, while roof catchments will be used for rainwater harvesting.

Water will also be recycled during construction as part of the proposed measures for managing the project’s water requirements.

Construction materials and excavated soil will be transported during off-peak traffic hours, with designated entry and exit points planned to reduce obstruction along surrounding roads.

According to Stellar Bay Limited, the construction site will be enclosed using dustproof nets. At the same time, noise-shielding barriers will be installed to control the impact of construction activities on the surrounding area.

Noisy construction activities are proposed to take place between 8:00 a.m. and 5:00 p.m.



Woodley Project to Have 306 Residential Units

A second high-rise development has been proposed along Jamhuri Crescent in Woodley on L.R. Nos. Nairobi/Block 43/99 and 43/100.

The project by GD Bb One Development Limited will comprise a 19-story residential-cum-commercial building with a basement floor, ground floor, three mezzanine floors, and 19 upper floors.

In addition, the development will include 306 residential units: 76 studios, 76 one-bedroom units, 152 two-bedroom units, and two penthouses.

The project will also provide 110 car parking spaces, a residential lobby, a fitness area, a clubhouse, equipment rooms, a children’s play area, and other associated facilities.

Water, Solar Power and Stormwater Measures

The Woodley development is planned to connect directly to the Nairobi City Water and Sewerage Company’s main sewer line. An on-site borehole will provide an alternative water source for the development.

Additionally, the project will also incorporate solar energy infrastructure alongside electricity from the national grid.

Its internal stormwater drainage system will include oil-water separators and silt traps designed to manage runoff and prevent pollutants from entering the drainage system.

Traffic management measures will include traffic marshals, enforcement of speed limits and implementation of a site traffic management plan during construction.



Public Invited to Submit Comments

NEMA has invited members of the public to inspect the environmental impact assessment reports for the two proposed developments and submit oral or written comments.

The public has 30 days from publication of the notices to submit views to the Director-General of NEMA.

Alternatively, members of the public can email their comments.

“The National Environment Management Authority invites members of the public to submit oral or written comments within thirty (30) days from the date of this publication to the Director-General, NEMA, to assist the Authority in the decision-making process regarding this project. Comments can also be emailed to dgnema@nema.go.ke. MAMO B. MAMO,” Director General, NEMA, directed.

Marsabit County Assembly to Move to New Chamber

Separately, the Marsabit County Assembly will relocate its plenary and committee sittings to a new chamber located behind the main County Assembly block, adjacent to the County Commissioner’s office from October 13, 2026.

The County Assembly passed a resolution on September 24, 2026, and Speaker Edin Wario declared the decision under the County Assemblies Powers and Privileges Act.
