The Principal Secretary (PS) for Environment and Climate Change, Dr. Eng. Festus Ng’eno, chaired a meeting with Heads of Departments (HODs) at the Ministry Headquarters to review the proposed restructuring of projects within the State Department and sign the Performance and Productivity Contracts for the Financial Year 2026/2027.
During the meeting, the Director, Central Planning and Project Monitoring Department (CPPMD), Tom Mirasi, presented the proposed project restructuring, highlighting how the new projects align with the State Department’s mandate and strategic priorities while addressing environmental and climate challenges and contributing to national development.
The meeting followed an earlier engagement by the HODs to review existing projects, identify overlaps and gaps, assess implementation progress and outcomes, and explore opportunities to streamline projects for greater efficiency and impact.
The PS welcomed the progress made in the review process, noting that the restructuring would enhance coordination, eliminate duplication of efforts, optimise resource allocation, and strengthen the implementation of priority interventions.
Dr. Ng’eno also reviewed the development of a Monitoring, Evaluation, Reporting and Learning (MERL) tool designed to track project implementation and assess impact across the Ministry.
“The tool is expected to strengthen planning, support data-driven decision-making, enhance collaboration across government institutions and sectors, and promote transparency and public accountability by facilitating public access to information on government projects and their implementation progress,” highlighted the PS.
Further, he emphasised the need to develop a robust, accessible and user-friendly system that enables users to monitor project progress, assess performance against set targets, identify implementation gaps, and generate timely reports to inform decision-making.
In addition, the PS signed the Performance and Productivity Contracts for FY 2026/2027 with the Heads of Departments. The contracts aim to strengthen service delivery, enhance institutional accountability, and ensure the effective implementation of departmental priorities.
On the other hand, Dr. Ng’eno expressed appreciation for the Ministry’s performance in FY 2024/2025, when it ranked among the Top Five Performing Ministries, with a composite score of 3.1061.
He stressed the need to sustain and improve this performance by ensuring strict implementation of performance contracts, continuous monitoring and evaluation, timely reporting, prompt resolution of performance variances, and proper documentation of evidence of achievements.
Also present at the meeting were Environment Secretary, Dr. Selly Kimosop; Secretary for Administration, Dr. John Korir; Ag. DG KMSA, Mr. Edward Muriuki; and Heads of Departments from the State Department.
