The commission has outlined its constitutional powers as a petitioner challenges the legal basis for William Ruto’s continued stay as Kenya Ports Authority managing director after his three-year term expired in March 2026.
The Public Service Commission (PSC) has defended its constitutional role in public service appointments and personnel management as the High Court considers a petition challenging the continued stay in office of Kenya Ports Authority (KPA) Managing Director Capt. William Ruto.
In a replying affidavit filed before the High Court in Mombasa, PSC Secretary and Chief Executive Officer Paul Famba outlined the commission’s constitutional and statutory powers, including the appointment of public officers, confirmation of appointments and disciplinary control.
The response comes in Constitutional Petition No. E046 of 2026, filed by Francis Awino, who wants the court to determine whether Ruto can lawfully continue serving as KPA managing director after the expiry of his initial three-year term.
