NCIC: Governor Otuoma’s remarks border on incitement, but lacked intent
Description (show more)
The National Cohesion and Integration Commission has found Busia Governor Paul Otuoma out of order over his remarks bordering on hate speech, ruling his words were likely to fuel hostility and exclusion. However, the commission let him off with a warning, citing a lack of proof that he intended to incite ethnic hatred or violence. Similarly, the commission cleared Homa Bay Town MP Peter Kaluma, finding no evidence of ethnic or racial motives behind his utterances in Homa Bay on August 16th, while nominated MP Joseph Wainaina showed remorse and apologised to the commission over his remarks on 29th August 2026. Joseph Wakhungu has the details.
