Directorate of Criminal Investigations (DCI) has concluded Phase Two of the nationwide deployment of Multi-Biometric Identification System (MBIS), after a successful phase one roll out in July this year.

DCI says move will help modernise criminal records management while enhancing Police Clearance Certificate (PCC) services.

It is also one step towards building a modern criminal justice system powered by scientific excellence, tech innovation and internationally recognised best practices.

While the first phase primarily covered the Central Region and neighbouring areas, this latest deployment, has extended the system to 20 additional centres, bringing the total number of connected PCC application centres to 26 out of 63 countrywide, including the six centres previously connected in Nairobi.

“The newly connected centres are Kajiado Central, Kajiado West – Kisamis, Machakos, Thika, Kamwangi, Murang’a, Nyeri, Nyandarua – Ol Kalou, Nanyuki, Laikipia East – Makutano, Samburu – Maralal, Kerugoya, Mwea, Embu, Chuka, Marimanti, Maara, Kathwana, Meru and Isiolo,” DCI said.

The agency revealed that it plans to expand the system beyond Nairobi and connect all operational Huduma Centres, bringing modernised biometric identification and enhanced PCC processing services closer to citizens across the country.

“With Phase Two now complete, deployment teams are preparing for the next phase of the rollout, which will extend to all the remaining regions,” DCI says.
