The Teachers Service Commission (TSC) has opened applications for the position of Secretary/Chief Executive Officer, with the successful candidate set to serve for a five-year term.
In an announcement on September 29, TSC stated that the Secretary will serve as the Chief Executive Officer and will implement the Commission’s policies, decisions, and strategies.
“Pursuant to the provisions of Article 250 (12) of the Constitution, the Commission is seeking applications from qualified candidates for the position of the Secretary/Chief Executive Officer, who, in performance of the functions and duties of office, shall be responsible to the Commission. The Secretary shall be the Commission’s Chief Executive Officer, responsible for implementing the Commission’s policies, decisions, and strategies,” read part of the announcement.
The office holder will also serve as the head of the TSC secretariat, accounting officer, and custodian of the Commission’s records.
Other responsibilities include executing the Commission’s decisions, assigning and supervising staff, coordinating the implementation of TSC’s mandate, and ensuring compliance with public ethics and values.
The position of Chief Executive Officer fell vacant following the expiry of long-serving CEO Nancy Macharia’s term on June 30, 2025. Since then, Evaleen Mitei has been serving as the Acting CEO and Secretary.
Qualifications
According to TSC, applicants must meet several requirements to qualify for the position.
Applicants must:
- Be Kenyan citizens.
- Hold a degree in education from a university recognized in Kenya.
- Have at least 10 years of experience in education, administration and management, public administration, human resource management or financial management.
- Meet the requirements of Chapter Six of the Constitution.
The successful candidate will serve for five years and may be reappointed for one additional five-year term.
TSC Discloses Salary and Benefits
The TSC has set the gross monthly salary for the position at Ksh698,600. The successful candidate will also receive an airtime allowance of Ksh15,000 per month and an annual leave allowance of Ksh50,000.
The medical cover will cater for inpatient treatment of up to Ksh10 million, with an outpatient limit of Ksh300,000. It also includes Ksh150,000 for maternity care, Ksh75,000 for dental services, and Ksh75,000 for optical treatment.
For the period served, the officer will qualify for a service gratuity equivalent to 31 percent of annual pensionable emoluments.
The package further includes group life insurance and group personal accident cover, with each providing protection worth three times the officer’s annual pensionable emoluments.
On financing, the officer can access a car loan of up to Ksh6 million and a mortgage of up to Ksh30 million, at an interest rate of 3 percent per annum.
The mortgage facility can be repaid over up to 20 years, while the car loan has a maximum repayment period of five years, subject to applicable regulations and availability of funds.
Other benefits include an official vehicle with an engine capacity of up to 3000cc and an annual medical cover for the officer, one spouse, and up to four fully dependent children below 25 years.

Applicants can download the application form from the TSC website and submit it together with a detailed curriculum vitae, certified copies of their National Identity Card or passport, academic and professional certificates, and testimonials.
Applications can be submitted online through the TSC recruitment portal, by email to chairperson2026@tsc.go.ke, or delivered by hand to the Commission Chairman’s office at TSC House, Tower Wing, 3rd Floor, Kilimanjaro Road, Upper Hill, Nairobi.
Applications must reach the Commission by Friday, October 30, 2026, at 5:00 p.m. East African Time.
Additionally, applicants must also submit clearance certificates from the Kenya Revenue Authority, Higher Education Loans Board, Ethics and Anti-Corruption Commission, Directorate of Criminal Investigations and a recognized Credit Reference Bureau.
TSC said the names of all applicants and the interview schedule for shortlisted candidates will be published in the print media and on its website after the application and shortlisting process.
Only shortlisted candidates will be contacted for interviews, while canvassing will result in automatic disqualification.
